To grumble is a way of talking/speaking - it's when you talk a bit angrily, or in a whiney fashion. When you complain, you often, but not always grumble.
For example, if you are at a restaurant and asked a waiter for coke, and he gives you pepsi, there are two ways to complain:
1. You stop the waiter and you tell him that you received pepsi, even though you asked for coke. This is a direct complaint
2. Or, after the waiter leaves, you say to yourself or your friend "I can't believe the waiter got my order wrong". This would be a complaint, but it would also be grumbling
This is a general rule of thumb, and doesn't always apply - you can grumble directly to someone. But generally grumbling is about how you complain, whereas complaining is more general
