This is tricky to explain... First some examples...
It seems like you're mad at me.
It seems like people just don't care anymore.
It seems like cell phones can do anything.
You're basically making an assumption. You may or may not be right.
Now read the sentences above, but take out "like". The sentences don't sound natural... do they? So let's try some examples without "like".
It seems I've misplaced my glasses.
It seems your dog has soiled my lawn.
It seems my sock has a hole in it.
With "it seems" the remark should be something that is obvious. It's not an assumption, but something you can see. You don't say "It seems like my sock has a hole in it" because you can SEE the hole.

A very good question! 🙂
One reason people say it is to be polite about something. "It seems your dog has soiled my lawn" is a polite way of saying, "What the hell is this?! Your dog just did a crap on my grass!" People say it this way since they are trying to avoid conflict. It's a more polite way of saying something that is obvious.
The other reason they say it is to avoid embarrassment. "It seems my sock has a hole in it" is a way for a person to admit their sock has a hole in it. But maybe they knew they had a hole in their sock, and they wore it anyway since that was the only pair they had. Or a person saying "It seems I've misplaced my glasses" is saying that since they should know where they put their glasses. But they don't want to look foolish.
So it's a conversational tool, often used to change the tone of a conversation.
Let me leave you with this expression, "It's not what you say, but how you say it."
In English especially, you can say the EXACT same thing in two different ways, but in one way people are okay with it, and in the other way they are angry and offended. Words that seem pointless are often used because people want a certain reaction from others.
