1. Are people in Quebec City bilingual (English and French)? Or do they speak French as their mother tongue and English as a second language? I heard in Montreal there are a lot of people who can speak both English and French as their native languages, but I don't know if the same thing happened in Quebec City .

I think you have to differentiate between having two native languages and being able to speak two languages at a high level without having them both as native languages. The majority of the people you are referring to in Montreal falls in the second category.
