@TetianaC use future simple for just say about your simple plans of future, but by using "to be going to " you mean that you have definitely decided to be at home by a certain period of time. by the 1st statement I might think that you either will be at home or won't tomorrow. but by the 2nd statement I am almost sure that if I come over tomorrow I will definitely find you at home.

I'll be at home all afternoon = you are ALREADY at home, and you plan to stay at home all afternoon.
I'm going to be at home all afternoon = you are NOT home, but you WILL be going home and will stay there all afternoon. OR, you are at home, you plan to leave home, but you will return and stay at home all afternoon.
The key here (in the second phrase) is "going to be". When you say, "I'm going to be at home" that implies you are not there now, or that you won't be home at some point before the afternoon.
Could a person say the first phrase if they were not at home? Sure. But there would need to be something said before this point. For example, if someone said, "I'll call you at home after lunch." a person could reply, "Sure, I'll be at home all afternoon." They can reply this way since the first person is speaking about doing something in the future, so the second person can speak as if they are in the future too. (Which would mean they are at home.)
