Like they said above, it means both "and" and "or". I'd expand the definition to say it also has a degree of uncertainty (like the difference between と and や when listing things), or talking about two+ things at a time
it comes from texting, but people have adopted it into common speech (including myself). You can just say the word "slash", using it as you might write it. for example
"I'm going to this fusion diner/bar tonight"
"have you met the new dog/cat walker guy who walks down this way?"

@Midori78 I’m from the frigid north of Alaska. Basically share the same accent as the west coast states, especially Washington and Northern California :P
I’d say it’s probably the closest to a “textbook/standard” accent, or what a newscaster might shoot for. No big mergers like pin-pen which you hear in New York accents
