I have a question about capitalization of titles in English.

I learned that even when you capitalize all words in a title, you should not capitalize conjunctions, articles and prepositions as exceptions.
If a title includes "based on" and you want to capitalize all the words, which is correct and natural?

- "Action Plans Based on the Risk Assessment Results"
- "Action Plans based on the Risk Assessment Results"
- "Action Plans Based On the Risk Assessment Results"
