@yuka017 No; it’s not necessarily outdated or obscure or anything. It was once used somewhat pejoratively to say that someone had developmental disabilities - “feeble-minded”. Now THAT you don’t use anymore.
It’s sort of just a slightly fancier way of saying very weak or frail, but using it in conversation wouldn’t sound out of place. Someone who is “feeble” to me makes me think they could barely move, though that may just be my own association.

You do not hear that word very often. Feeble refers specifically to physical strength. So a feeble thing is frail, but a frail thing isn’t always feeble.
Glass is frail. An old person is feeble
