It was stupid of me – the sentence has already told us that the speaker is talking about the past. So now, they have a choice. They can either continue with the proper past tense of "understood", or they can change to the past simple tense – or preterite - and use "understand" to describe a completed action in the past.
In other words, you can do it either way. You just have to choose which one you're going to do.
