I’ve seen people use the honorific suffix 시 with people they’re very close with but only sometimes, why is that?

It would have been a joke if they were really close.
usually use it when not close.

In Korea, the use of the suffix "시" for honorifics can be said to be used in three meanings.

The first is for older people, and the second is for bosses, teachers, and people you admire, regardless of age.  And the third is used as a tease and ridicule to a friend or someone younger than you.

Therefore, it is very important to speak using an honorific suffix, especially in Korea.

These cases meet most of the conditions of use, so foreigners can give good preconception to the other person by using them effectively and will receive great hospitality along with compliments.
