Yes, you can say that. You can call any space cosy, or any situation that I can think of (maybe there are some exceptions). You can say – we were cosy together, or, they had set up a very cosy little situation for themselves. Actually, I'm having a hard time thinking of situations where you couldn't say it – as long as it's a place or situation that actually could be cosy, I can't see the problem.
