The verb that I’m learning is учить(ся)/научить(ся). There are two meanings (to study, learn) and (to teach). How do I know which one to use. Is the verb ‘To teach’ used in the dative case?

1) учиться/научиться - can only mean "to study, to learn", NOT "to teach"
2) to teach someone = учить кого-то (accusative case) -->
Я учу своего сына (accusative) ловить рыбу.
to teach something = учить чему-то (dative case); преподавать что-то (accusative)
Я преподаю географию (accusative) в университете.
Я учу своих детей вежливости (dative case).

@the-learner in the book that I’m learning from there is also выучить can you explain the usage of that? Is that the perfective case for one of the verbs mentioned above? Thanks

Выучить - yes, this is the perfect form of the verb. This word has the meaning "to finally complete the process of learning, studying or teaching, having achieved the set goal." The difference in meaning can only be understood contextually:
"я смог выучить русский язык" - accusative case, inanimate noun ("язык") - "I was able to learn Russian (completely)"
"я смог выучить сына на инженера" - accusative, animate noun ("сына") - "I was able to educate my son as an engineer". Note that in this sense, the verb refers to a somewhat outdated form of book speech.
