2. Is it just "to MAKE a response"?

3. Does "coordinate" here mean to work with multiple parties? If so, should the parties are all the counterparts to the coordinator?

What's it supposed to mean here?

① America failed to cooperate with other countries (same level, America and others are all countries)

② America failed to make organizations inside the country work together to respond.(not the same level, below a country &so…it could also be UN? above a country)

③ the mix of the above two: same level & not same level

④ The sentence just means

America didn't MAKE a global response.

5. What if it's not "global"?

America failed to coordinate a response.

Would it make a difference? In terms of "cooperation", if "coordinate" has that meaning.
