Hi this might be a tense question, or word choosing issue.

"I would (like to) help you. I just haven't."

Basically "I promise I'd do it, just I haven't followed it through over the time."

How would you shorten the two sentences into one? Probably change the tense or use a more concise word?verb?

I'd just say something like that. Saying "I just haven't" sounds weird, you need to provide a reason to make it sound more natural.

I lied about helping you.
I had intended to help you.
I said I'd help but life happened.
