Thank you for explaining the sentence. The word "preceding" was not clear to me but now I understand it.
So, if the submission date is 1st January, 2021, the year which should be covered at the latest is the year 2017. And if the submission date is 31st December, 2020, the year should be covered at the latest is the year 2016.
