No I think this quite literally just means “do you want to build a snowman”. It could also mean “do you want to play”. I’m assuming you’re referring to the movie Frozen.

The line "Do you want to build a snowman?" means exactly as above.
However, the combination of "Do you want to build a snowman? It doesn't have to be a snowman." could mean that the person just wants to see that person, or that they really want to play in the snow.
On the other hand, in the context of the entire song, yes, the implied meaning is that they want to spend time with the other person. By this I mean that if you were analysing the song in a literary way (say for an essay), it would be one of the pieces of "evidence" you would use to show that the character wants to spend time with the other one. That's probably what the other person was trying to say.
