I have been taught that 可以 is used to indicate permission, and 会 is used to indicate ability. eg:
我可以出去吗？ Can I please go?
我会出去吗？ Am I capable of going?

Which of these is 能？ Is it the same as 会 or the same as 可以？

会=will。中文很少用“我会出去吗？”因为自己知道自己会不会出去，不需要问。“我会出去”=I will go out.
能=可以，“我能出去吗”=“我可以出去吗”= Can I please go?

会 ,as auxiliary word, has two meaning:can do, and will do.
In your examples, 可以can be replaced with 能, both meaning "can", or more precisely, be allowed to do. Though 会 has two meanings, I don't think we have some chances to say"Will I go"...because it is yourself that decides if you will go or not, hence you don't need to ask somebody else. In questions with I as subject, usually 会 means "can" or "be able to" instead of "will", because otherwise it makes no sense.
To mean "able to",会 is often used to something that requires skill. Like 她会开车吗？(Is she able to drive?, Does she know how to drive?) 她会做饭吗？(Is she able to cook?)

Other than this, in verbal language, which is not that exact, you may use different sentential forms to express different meanings of 会.Example:
To mean "is he able to speak?", you can say "他会不会说？” (Is he able to speak or not?) intead of "他会说吗？” to make yourself more clear.
