It is a really unusual verb. I had to research a little bit to understand it.
It seems to mean to choose randomly.
In the Bible, casting “lots” was a way of making decision by rolling dice. They had no control of the decision.
With this meaning I think your example sentence means that he randomly, or with little thought made the decision to travel in China for the summer. Maybe he had several places he wanted to visit but he didn’t have a preference for which one to visit first. So, he didn’t think very much about the decision and just chose it randomly.
Like I said, it is a really unusual verb. You will probably never hear anyone use it while speaking.
