It's difficult to really describe.
When you say "tell," you're saying that you said a fact to them, or said something about something. It's like you're informing them on something.

I told her I'm single
I'm going to tell her that I'm pregnant
I told her that my parents are annoying.
I told her a lie.
I'm telling that it is snowing.

You also almost use that after told, unless you aren't being specific on what you said

I told him that I was hungry, which was a lie

I told her a lie

When. You use say, it means that you talked, but it's just focusing on one person.

I said that I was thirsty
I said she was pretty.
I said "what are you doing".
I said I liked that show.
I said "are you serious?"

With the said ones, you could use told as well, but you can to it with ones that you are asking questions. That is the main difference.

I told her that I liked that that show.

You also can't really use quotes with told.

"I told her 'you're irritating!' doesn't sound right. You would use said here

I said "you're irritating!" Sounds natural.
