You say "I'm sorry to bother you" when getting someone's attention. It's like saying "excuse me". For "I'm sorry for bothering you" you say it after you have finished and are ending the conversation with the person you bothered.

"I'm sorry to bother you" is what you can say before asking something to someone who seems busy. For example, "I'm sorry to bother you, but can you help me?"

"I'm sorry for bothering you" is what you can say after. For example, "thanks for your help. Sorry for bothering you again."

@tomm "I'm sorry for being late" is better. We don't say "I'm sorry to be late"
