Yeah “there’s [plural]” is extremely common when speaking. I wouldn’t even say it’s incorrect based on how common it is.

“There’re people watching” There’re sounds like “There-er” and this would be the correct way to say it. “There’s people watching” like @exclaribur said is grammatically wrong, but you will hear people use this version anyways. You probably won’t hear “there is people watching” too much, but some people don’t always speak properly. I don’t always speak properly either. Sometimes if I’m speaking quickly I might do something kind of similar to this.
