Hmm, I don't think this necessarily expresses irritation, its just a recommendation. You would need more context to understand how the speaker feels about it... I think.

Sentence 1 means that it was already time for you to get a new computer、 in sentence 2 it means that it’s time for you to get a new computer 。

The difference is the "I". In the first sentence you are talking about yourself. - YOU need a new computer. In the second sentence it's not clear who needs a new computer - it can be anybody.

If the third person HE says the first one and the subject is YOU, what feeling does he have about it?
Fixed sentence: It's about time YOU got a new computer.
Is HE like "Are you still using the old one? (he even feels kind of irritated)" ?
