버겁다 and 겹다 are both adjectives.

버겁다 means 「something is burdensome to handle or deal with」 and
겹다 means 「things or especially feelings that arose are too much for one to endure or stop」, BUT,

버겁다 can be used as both predicate of a sentence and modifier while 겹다 is mostly used as modifiers; sometimes 겹다 can be used as predicates when you connect two more clauses

Think about the word, 「handsome」
1) Predicate: He is handsome.
- 「handsome」 is used to finish the meaning for 「be」 and is stating something about the subject, 「I」
2) Modifier: I have a handsome boyfriend.
- 「handsome」 is modifying an object, 「boyfriend」

If you want to say doing something is burdensome, you can say 「그 일은 내게 버겁다」.
If you want to say that he cannot stop crying as he is too happy, you can say 「그는 복에 겨워 울음을 참기 어려웠다.」

But you don't even need to know the word 겹다. Its usage is complicated and confusing for a foreigner learner to understand in full extent, and the word is not very commonly used in the daily life nowadays. If 겹다 is used, it is mostly used as the conjugated forms of 겨워 and 겨운.
