If you say, "It's something...", you are saying something more general, not referring to something specific.

When you say, "That's really something!", it can mean that it's amazing or interesting in some way.
The man has three heads. That's something!
It's really something that the government can't solve this problem. Then you could actually say, "Yes, that's something!" in response.
