"Go out" = moving away from speaker (She went out into the woods), or speaker's movement. For example, when you want to hang out with friends, you can use "go out" because you're leaving home to hang out. (Let's go out tonight!)

"Come out" = moving towards the speaker, or coming into view. For example, "Come out!" means you are requesting someone to leave the place they are currently in to move to you. Also, if you're speaking in third person like "She came out of the room and hugged him", you would use "come out" because she is coming into view (originally out of view because she was in a different room.)
