The German preposition "in" here works just like the English preposition "in" [Indication of a location within which something is located], it is part of an answer to the question "wo" (where):
"Sehen Sie *in* einer Zeitschrift oder einen Katalog. Wie finden Sie die Kleidung?" - "Look *in* a magazine or a catalogue. What do you think of the clothes?"
Just like in English you could re-phrase the sentence to e.g.:
"Sehen Sie sich eine Zeitschrift oder einen Katalog an. Wie finden Sie die Kleidung?" - Look at a magazine or a catalogue. What do you think of the clothes?"

The German sentence doesn't sound correct.
Sehen Sie in eine Zeitschrift oder einen Katalog!
Schauen/Sehen Sie sich eine Zeitschrift oder einen Katalog an. That would be the usual expression. In this sentence you don't need the preposition "in" but you have to use the verb "anschauen" or "ansehen".

@amsake Because it is indicating a direction (into something)
* with dative it is only indicating a place within which something is (or happens)
* with accusative it also indicating a direction into something
when using the acc. you could ask more specifically "wohin" not only "wo" (it also translates to "where", but is closer to "where at/to/...")
So basically "Look (directional) in ____"
