First of all we say اذهب و حضِّر كأس شاي.
We use اعمل in dialect and not in formal arabic "Fuseha" .
In the sentence you wrote it's an order "go and make a cup of tea" because there is no hamza above the alif.
When there is a hamza above the alif أ the meaning and the construction of the sentence would change.

@sweetworld Thank you, that examples help a lot. So when Arabic speakers write, will they always consequently use the hamza? Or are there "lazy" people that don't use it and then nobody knows what the person meant?
I know this question might seem stupid but for me as an absolute beginner, I have no intuition how "correctly" people write on a daily basis.

Not all Arabic speakers insist on writing correctly by using Hamza to clarify the meaning, most of them rely on the other person to understand.
As native speakers we are used to it, so it's easy to understand what is meant.
I'll give you an advice that might be helpful, try to read the whole sentence to understand better and make sure to speak with people who are using formal arabic and not their dialect.

@sweetworld Thank you 🙂 But in official texts or in newspapers, I guess, the hamza will be used always.
Sticking with people that speak formal Arabic that's a good advice. I will just need to learn a little bit more Arabic in order to be able to recognize them.
