Usually job title is used as a suffix.
ex. プーチン大統領
If he (she) already retired, 前 (previous) or 元 (former) is used.
ex. シュレーダー前首相、コール元首相
If it can't specify a job title, 氏 is used. さん is sometimes used, too.
When you write about a politician's biography or a critical article, suffix is often omitted.
