Yes. At least basically they are the same to me.
And clearly dict of our government has same opnion:

Yes, most time they are interchangeable. Not interchangeable when referring to some dialects in Taiwan.
e.g. 他說英文時有種濃濃[英式口音/英國口音/英國腔]
他的中文有種[外國口音/外國腔]
我講的是四縣腔的客家話(hakka) (not interchangeable)

They are almost the same, but still have some differences.

【腔】is seldom used only one word, it always appear as compounds, like "英國腔(British accent)"、"關西腔(Kansai dialect)", they are especially used for the country/region where have special accent and most people can recognize it. So, we hardly say "美國腔"、"關東腔".

【口音】means that a person' accent shows where he/she lived or which is his/her first language when they're speaking another language.
If you can recognize the accent, you could say「___(sb) 講話/說話 有___(region/country) 口音」, like "那個人講話有南方口音"、"他說話有法國口音".
If you can't recognize it, just say "他講話有口音".
If you want to say that's a strong accent, you could say "他的口音很重".

*P.s. please do not just say"你的口音很重/你講話有口音(your accent is strong)" to the people you talk to, it isn't polite. If you want to pay a compliment, use"你的口音很好聽(your accent is beautiful)", still be careful to use it.

**As a side note, 腔 has another use is "腔調", it means a tone of voice. The idiom「怪腔怪調」means that someone uses an abnormal/weird tone of voice, whether intentionally or naturally. e.g. "他講話怪腔怪調的". 怪腔怪調 is kind of a negative vocabulary, also be careful to use it. Unless that person is familiar with you. (If you know that person well, it can be considered as a joke.)

They are interchangeable when referring to accent, while "腔" means "cavity" on its own. E.g., 口腔 mouth cavity; 鼻腔 nasal cavity.
