We do have the national system to help the poor, and diverse policies are available. This website, the Ministry of Health and Welfare for children easily explains the policies for poor people so that children can understand.

Don't most countries have systems and policies to help the poor? Even the countries that are hard to call developed countries have their own systems and policies to support the poor as far as I know.
The first time that the ROK made a law to help the poor was 1961, 8 years after the Korean War, when it was one of the poorest countries in the world. It must have been a very basic type of aid, but even one of the poorest countries in the world had the system.
If you're interested, look up 국민기초생활보장법(National Basic Living Security Act) online. It's hard for me to explain about the details in English.

The Korean welfare system for the poor/socially disadvantaged class is divided into these four main categories: 기초생활보장(mentioned in the response right above), 자립지원(supporting independence), 기초의료보장(healthcare coverage), 지역복지(community welfare). Those who belong to the socially disadvantaged class are of course financially supported by both the central government and the local government.
