Domanda in primo piano

1. Ik heb geen reden om morgen naar het strand te gaan.
(I have no reason to go to the beach tomorrow.)
▶ Here we have to use 'om.....te'.
2. Ik wil leren koken.
(I want to learn how to cook)
▶ After 'leren' we don't usually use 'te'.
-----------------------------------------------
Whether we use 'te' or 'om...te' depends on what precedes or follows it.
▶ Some verbs never take 'te':
* Ik wil eten.
(I want to eat)
▶ Some verbs always take 'te':
* Ik hoef niet te eten.
(I don't need to eat)
* Ik hoop op vakantie te gaan.
(I hope to go on holiday)
▶ Some verbs can take 'te' or 'om.....te' (you can choose):
* Ik probeer (om) minder te eten.
(I'm trying to eat less.)
* Ik beloof (om) minder te eten.
(I promise to eat less.)
▶ When you have a choice between 'te' and 'om....te', 'te' is more formal and 'om...te' sounds more casual.
▶ After adjectives we have to use 'om... te':
* Het is leuk om te doen.
(It's a fun thing to do)
* Het is een moeilijke taal om te leren.
(It's a difficult language to learn)
▶When what follows is a purpose, we have to use 'om...te':
* Ik bel je om te zeggen dat ik niet kom.
(I'm calling you to tell that I won't come.)

Sometimes we can only use 'te', sometimes only 'om te', and sometimes we can use both 'om te' and 'te'.
I see you are probably a beginner. Do you have any example sentences that I can use to explain this to you?

@Elske thanks for your explanation. Easy to understand.
Regarding the formal and informal, do Dutch people speak formal to stranger or they use informal?

When we talk to strangers we say both 'om te' and 'te'.
When we write formal letters and reports we write 'te', unless we have to use 'om te' (like with adjectives and a purpose).

Do they use Dutch or English mostly in daily life because I heard Dutch is bilingual

We use Dutch. Most of us speak English, too.
We like to think we are bilingual but we speak Dutch better than English 😄
