"I don't mind" are more used in these kind of situations "Can I use your pen?" " yeh go ahead, I don't mind" but "I don't care" can seem (depending how you say it) more rude. For example " I got a new phone yesterday! " " I don't care"
... maybe someone can explain better xD

"I don't mind" was used only when the person using this expression wanted to express his moderate acceptance of the outcome of a situation. "I don't care", however, can also be used to express indifference and to indicate that the outcome of a situation has no significance for you.
