No, but they have perhaps not been as historically common here as other countries. Starting to see more Koreans with tattoos these days though

Technically, it is illegal to own a tattoo shop or be found giving tattoos, but it is not illegal to actually have tattoos on your skin. Many Koreans, especially the young generation, have tattoos.

Tatoo is considered as art, and I already saw koreans with tatoos so, basically I think it is not illegal at all.

I think, the only exceptions are doctors. They are practically allowed to do tattoos. (for cosmetical stuff like eyebrow tattoos and so on). Every other tattoo parlor is illegal, if you don't have a medical licence. :-)

nooooo all replies are wrong! Tattoo is technically illegal. In oreder to operate tattoo, you need doctor certification. Its so weird. there are only 2 legal tattoo shops in Korea as i know. The tattooists are also doctor as well.
BUT there are a lot of illegal tattoo shops and tattooists and people who get operation tattoo from illegal tattooists. Tattooists keep arguing to get rid of the foolish law that only doctors can operate tattoo but doctors are rejecting. Doctors say it's dangerous and not clean for sanitation.
So the tattoo is in kind of weird position in Korea. Illegal but nobody cares but if report to the police it, can get punished.

@dailydiary But isn't that exactly what I was trying to say? Having a tattoo itself is not illegal. Right? :-)

@MiaPusteblume as I know the people who got the operation are not punished but only illegal tattooists.
