"Duh" is something we say when something should be obvious. He says "duh" because he thinks the person he's talking to should already know that Georgia O'Keeffe is a painter. It's a form of sarcasm and should only be used with close friends.

It means "obviously" and it also implies that if you didn't know that already that you are stupid.

It's kind of funny because Walt being a smart guy most likely knows who Georgia O'Keefe is. But he is surprised that Jesse is going to a a cultures thing. So he raises his voice as he says "Georgia O'Keefe" to indicate his surprise and make sure he heard him right. That is why they put the "?" there.

But Jesse doesn't understand that. He thinks that Walt said it like a question because he doesn't know who Georgia O'Keefe is. So he tells him that she is a painter and he is being defensive about it so he puts "duh" on the end to insult Walt for not knowing.

I don't know if they do that in Japanese but in English that is a way of indicating that you are asking a question without including question words or changing word order.

Duh is pretty rude if you're not talking about yourself. "Duh" is supposed to be the sound you make when you are braindead, which is a sound you would make when you miss something obvious.

I can't tell if you're making a joke or actually misunderstood what I said, but in case it's the latter: I was defining what "duh" means, I'm not actually saying the word should be obvious...
