What's the best way to learn Russian? Should I learn how to speak it or read it first, and should I start with small phrases like hello and how are you?

Yes, it is impossible to "learn" Russian, you can only understand it, there are very complex constructions in Russian, so you need to practice regularly)

I guess you can learn how to read and speak, starting with some simple phrases as you mentioned - "hello" and "how are you" and etc (I mean you should learn it in a combined way). It won't be so hard and it will be the best way 😉

Reading or talking to natives is really important if you're learning Russian, as it's full of complex metaphors and sayings. It's practically impossible to sound "natural" if you don't use any illiteral phrases, as weird as it is.

It is easy but you should have done practice
For example : read Russian books (it's can help you have rich vocabulary)
You can watch different serials or films.To my mind the best way to learn you can watch different videos in YouTube (Russian bloggers)
You can do different ex.
The first you should will learn alphabet! it's help to you because if you will know alphabet you can read Russian words and ets
It you can find Russian friends (to find in the internet )and speak with them
