suggest - you can suggest someone to change something (does not have to be positive) or suggest to do something
"I suggest you to stop yelling or I will tell dad about your bad behaviour."
"I suggest you to go this way, it will be faster."
recommend - it seems to be always positive (recommend to do something like read a great book)
"I recommend this restaurant, they have delicious spaghetti."

They can both be used in the same situations. You could say that you recommend / suggest to go to a restaurant

They can be uses in the same situations. But here are examples of when I would use them.
'I recommend this book'.
'I suggest that you go left rather than right'.

If you want to go to a restaurant if a friend has been before they can recommend because they know it's a good restaurant. If a friend suggests a restaurant they may not have been before so don't know if it is good.

recommendとは、進める。経験からのお勧めですが、suggestは経験がると限らないで、「それをしようか」という感じの方が強いですね。
