They mean the same thing, but changes the sentence structure depending on how you say it. :)
For example:
"It appears that we have a change of plans."
"There appears to be a change of plans."

"There appears to be rain."
"It appears that it's raining."

"Seem" can be used in all of the same ways as "appears" in this context, and they follow the same rules. :)

You would say:
"It appears there was a lavish party here."
or
"There appears to have been a lavish party here." :)
