But if they spoke perfect Japanese (in grammer and pronunciation), I would be greatly surprised.

@catsland that's what I thought. But then I saw this video on youtube, a native explaining MEXT but in Japanese language without English subtitles!

@Hena97 All the MEXT thing is for foreigners. You shouldn't think there is more info that is expressed in Japanese.

It will help you learn Japanese.
Communicating with many natives is the best way to learn languages, I would say.

I'm not Japanese, but I'm a foreigner who speaks Japanese.
Japanese people in bigger cities (Tokyo, Osaka etc) aren't generally surprised by Japanese speaking foreigners since there's quite a few of them. Japanese people in smaller cities or towns (Kitami, Otoineppu) are usually a lot more surprised because they rarely see Japanese speaking foreigners. They're usually quite happy about it, and a little relieved that they don't have to try communicate in English.
