Rumor means something that is spread around by somebody and it isn't true
Propaganda means something that Is real and true

@itsyagirljazz propaganda can spread from lies too though. It usually includes brainwashing techniques

Rumour is news spread from person to person, instead of an official source.
"Rumour says that the boss will be making an announcement today".
Propaganda is official news sent out, but slanted to make a country look good or it advance some other political goal. It normally implies it's unreliable or a partial picture.
"In North Korea there is no independent news, only propaganda".
