"Protect their rights" is not actually accurate.
Staff working in sanitation and cleanliness demand that their fixed-term contracts (which they knowingly signed) be made permanent. They blackmailed the authorities - who took no action - and they weren't listened to so now you have heaps of rubbish festering in the scorching heat. These guys were "hired" under the table in the first place, and now they realise that their position could be lost, they strike to be hired.
