I think Stuttering is more of a thing someone can't control. Like people who can't talk without their sentences sound something like this: "t-t-today I st-st-started a new c-c-class and I'm so e-e-excited!" but this isn't always the case.
while I think stammering is something you do when you're trying to get something out but it seems like your brain can't make a sentence come out. kinda like "w-w-oah! w-w-wait!" maybe in a situation you were forced into that makes you uncomfortable.
fumbling, I feel, is something more like when you're nervous, like when doing a speech, or talking to someone you really like, I think it's similar to stammering in the sence that your brain can't keep up with the situation, but i think involves more 'freezing' or being unable to create a responce.
These all mean a similar thing, and could probably be used interchangeably, but they each have a more specific area where they can be used. Hope i wasn't confusing ^^;

Stutter is to repeat the sound of word involuntarily for example "sh-sh-she"
Stammer is the same thing
Fumble is to mix your words around a bit before getting your sentence right
