Depends on where you live. I live on the west coast so we got coastal climate. So we got a lot of wind, often with a pronounced annual variation pattern, cool summers and not very cold winters, high humidity and a lot of rain. So i won't say it's very cold. It's colder on the inland and up north

I also live near the coast, in Møre og Romsdal. In winter, we usually have -5 to +3. It's wet, but not that snowy, because it keeps meling over and over again, except in the mountains. In the summer, it doesn't get that hot either. Mild winters, mild summers. It's usually 14 to 21 degrees here midday during the summer months.
I come from a non-coastal part of Norway, near Oslo. There we usually had 0 to -12 in the winter, and the snow stayed. In the summers we got 17 to 23, so a few degrees warmer in summer, and a few degrees colder in winter.
If you go far enough north and inland, the temperatures are often -20 and colder in the winter. In inner Finnmark it can sometimes get as low as -50. Near the coast it is much milder. In the summer, it's probably a few degrees lower than where I live now, like 11-19 midday.
The coldest I've experienced in Western Norway was -15 or so. When I lived inland near Oslo I experienced -30. The warmest both places has been around 32-33, mid-summer.

I live in Hedmark and we usually have -3 to -25 during winter and 8 to 25 during summer.. a bit warmer if you're standing in the sun. (usually somewhere in between these numbers.. so around -10 winter and 17 in summer is pretty common)

i live near oslo and get +5 to -12 degrees (the coldest time is more like in february-march) in the winter and somwhat like 15-30 degrees in the summer

the weather is always very unpredictable. some days you get rain, some days it's sunny. it's not actually all that cold. at lest not where I'm from (Rogaland). i wouldn't say the weather and climate is as cold as it seems. aldough I can't speak for the entity of Norway.
