It is a turning point for me to make a decision of learning English four years ago. at the beginning of the decision, I expected that I should be fluent in both spoken and written English, then I would go abroad for studying.

It was a turning point for me when I decided to learn the English language four years ago. In the beginning of my journey, I expected to get fluent in both spoken and written English to be able to study abroad......this doesn't sound like a finished sentence or thought.
Why do you mean by expected?
I tried to correct it but I'm not a native speaker so please take it with caution lol
