것 같다 - is when you're guessing or you're unsure of something. Like in 비가 오는 걱 같아요 You're unsure that it is raining, you've just guessed that it rains.
나 봐요 - is when you're somewhat sure. You're not guessing but you have a hint from something. Like in 비가 오나 봐요 - You're somewhat sure that it is raining. or that you're having a clue or hint that it rains.
