Does the word whether always need to be used when there's two possibilities, like "whether ⚪︎⚪︎ (verb) or not". ? Just implying it is okay?
If she thinks she will certainly be bullied (from her past experience), the sentence would be:
She is worried that she would be bullied.
Or.....?

@lemianbb You can just say "whether" and imply the "not".
I wonder whether it will rain?
If she is certain she will be bullied I'd say...
