Ah. Some of them, maybe. Probably in the USA or other western countries too, some dislike tattoo and tattooed people. Nobody has to be tattooed, so that tattooed people are those who willingly ignored the risk that they would be hated by the people who disliked tattoo. Yes, they seem to be a little stupid.
@BeccaGJ Tattoos are still a taboo in Japan.It is because only Yakuzas, notorious Japanese gangs, have tattoos 20 or 30 years ago.Nowadays, some youngsters have tattoos, but many still have stereotyped views. You don't need to cover your tattoos as most of the Japanese will understand you come from other countries and people from other countries have other values.They respect your value as you respect ours. However, if you were to work in Japan as an employee, your company would require you to cover your tattoos.

I wouldn't work there only cause I am not going to live there but I desperately want to visit, and since I would be visiting and I am not Japanese I just want to make sure that it's not disrespectful, as my goal is to respect their country. I'm in the process of learning what not to do like what respectful and what's not. I would hate for me to do or say something without knowledge and them feel disrespected.
I wouldn't say look down but they might get intimidated. In most onsen or hot springs, they don't allow people with tattoo. And in tv broadcasts they either blur or cover. Either way i wouldn't recomment tattoo if you're going to live in an asian country.
