We often use “very” when we mean many or a lot, for example, very crowded = many people, very tall = a lot of height. So “very windy” might be referring to the amount of wind; that there was a lot of wind. But was the wind light, strong or something in-between? “Strong wind” tells me about the force of the wind; it was not light, it was strong.
But as Pororo77 said, to some people there is no difference between very windy and strong wind.

To my mind, “It was very windy” suggests it was windy weather all day and it is a very straightforward way of saying that.
“There was a strong wind yesterday” is much more poetic and suggests there was a particular strong wind blowing at a particular moment… it asks the question: where did it come from and what did it move, where did it go? Why was it so significant? ㅋㅋㅋㅋ 촣아요
