I really want to speak fluently Dutch, what is the best way to learn Dutch? :-)

If you already have a solid grasp of Dutch I'd recommend you to speak it every time you're alone.
Speaking a language to yourself greatly ameliorates your speaking abilities, besides you'll get accostumed to the fact that you often speak a foreign language, this can alleviate your nerviousness when you speak the language with natives.
Bear in mind that nobody corrects you, if you don't feel completely certain about a grammatical construction or a word, I'd instantly try to write it down, so you can research it later on and check whether it's grammatically correct. If you don't do this you might get used to your mistakes, and sooner or later it (the mistake) will be normal for you and your mind will think it's a correct sentence. For me this never was a big problem, since I was constantly exposed to the English language, yet it did occur a few times.

Try to say things in a different way, try to make it harder. You can describe plenty of things with just basic words. Try to avoid this, that way your fluency will increase a lot, and your vocab will expand quite a bit as well.

If you like writing, I'd recommend to write little stories or keeping a journal, and again, if you really want to perfeccionate your Dutch, try to find a synonym of a given word, and use one you're already acquainted with, and know how to use it.

if you can come to the Netherlands and try to speak as much as possible. if you wanna learn the language good you should stay at least 3 months. cause it will take at least 3 months for you to really understand and talk back a little. of course it's also very important for you to know some basic grammar. so make sure you learn the grammar.

Use the language in as many ways possible.
You can start right now. Talk to yourself in Dutch and keep talking to yourself.
Anything you are not sure of, write it down and 'research' it later that day.
Next day practise what you have researched.
