‎Is it best to always speak formally until the other person says it's okay to drop the formalities?

Also, is it okay to speak informally to strangers if you only talk to them briefly? (For example, asking them for directions).

yes and no
We usually speak formally until then but you can ask whether it's okay to drop the formality if you think you are close enough.
To strangers, we do not speak informally even though the person seems definitely younger than you are because we consider it pretty rude.
