to celebrate is to appreciate something and do that in a positive, happy way (like throwing a party). to commemorate something is to show respect for that thing, like taking a moment of silence or devoting a day or event to remember it (such as when someone has died, or like a moment of silence we take in america to remember 9/11)

Aveibell is right. Usually, celebrate is more present and doing something that involves a currant event. We celebrate birthdays, holidays, graduations, etc.
To commemorate something or someone is usually about remembering/honoring a *past* event that has made some type of impact on their community (or on a larger scale). This is not always something that is happy or good. Sometimes we commemorate events that are sad, but we do it to not forget (as aveibell gave the example of 9/11 for Americans ).
