Yes, you can use it if they are like a best friend to you.
My boyfriend calls his sister "buddy". It's like a special nickname.

Based on everyone's varying comments, I would say it depends on the situation.
If she is a good friend, and she thinks of you as a good friend, you might call each other buddy, meaning like "best friend".
If she is your girlfriend, I don't know if she would like it. Every relationship is different, so some girls may be okay with it. For example, if you consider your girlfriend your best friend, you can call her buddy.
If you only met someone only a few times, and don't really know them, it's weird to call a girl "buddy".
Buddy is just a really endearing term, so I would reserve it for people who are special to you.

@silvamartin2311 no problem 😊 Also, if you like the girl as more than a friend, calling her "buddy" would make her think you only want to be friends, not in a relationship. So, if you possibly want to date the girl, don't call her buddy.
